Our university’s English journal Resource Chemistry and Materials has been selected for the China Science and Technology Journal Excellence Action Plan Phase Ⅱ

Recently, the review results of the China Science and Technology Journal Excellence Action Plan Phase Ⅱ jointly organized and implemented by China Association for Science and Technology, the Ministry of Education, the Ministry of Science and Technology, the Ministry of Finance, the National Press and Publication Administration, the Chinese Academy of Sciences and the Chinese Academy of Engineering were released. After project application, qualification review, defense meeting evaluation and result review, a total of 463 projects were selected into the China Science and Technology Journal Excellence Action Plan Phase Ⅱ (2024-2028). In this evaluation, 570 Chinese journal applications were submitted, and 200 were selected, with a selection rate of about 35%; 398 English journal applications were submitted, and 200 were selected, with a selection rate of about 50%; 207 applications were submitted for the high starting point new journal project, and 50 were selected, with a selection rate of 24%; Thirteen cluster (group) pilot projects have been selected.

Our university's English journal Resource Chemistry and Materials (RCM) successfully passed the formal review and participated in the defense, and was ultimately selected for the high starting point new journal project, becoming the only English journal sponsored by a local university among the 50 selected journals. Resource Chemistry and Materials (RCM) is an open access English journal founded in 2021. Hosted by Shenyang University of Chemical Technology, the university collaborates with Beijing Keai Senlan Cultural Communication Co., Ltd. to publish and promote globally through the Elsevier academic platform. Professor Xu Guangwen, President of SYUCT, and Professor Ondrej Masek (UK) from the University of Edinburgh serve as editors in chief of the journal. The editorial team is composed of more than 60 experts from nearly 20 countries in various fields, including 5 academicians from the Chinese Academy of Sciences and the Chinese Academy of Engineering, and 6 academicians from countries such as the United Kingdom, the United States, and Canada. The journal's papers come from researchers in more than 20 countries, and have been downloaded and cited by researchers in over 100 countries. In 2023, it was included in Scopus, and the latest CiteScore has reached 9.2.

In addition, in September 2024, our university signed a cooperation agreement with Higher Education Press Co., Ltd. for the construction of a cluster of scientific and technological journals in China universities; In this selection, Higher Education Press Co., Ltd. was selected as “China Science and Technology Journal Excellence Action Plan Cluster (Group) Pilot Project”, and Journal of Shenyang University of Chemical Technology and Plastic Technology became member journals of the project construction.

In recent years, the CPC SYUCT committee has attached great importance to the construction and development of academic journals, conscientiously implemented the important instructions and directives of General Secretary Xi Jinping on the construction of first-class academic journals and the relevant national documents on the prosperity and development of academic journals, strengthened top-level design, high-level planning and promotion, strengthened the purpose of publishing, and emphasized quality management. Focusing on the fundamental task of cultivating morality and talents, SYUCT planned and coordinated the construction of journals with discipline construction, talent cultivation, and scientific research, follow the regulations of discipline construction and development, implement a high-level academic journal cultivation and funding plan, aim at cutting-edge, emerging, and cross-disciplinary directions, rely on key and advantageous disciplines, take the establishment of  high starting points new journals and the quality  improvement of existing journals as the path, concentrate on creating a high-level academic journal array with disciplinary and industry characteristics, focus on building first-class academic journals, assist the school's “Double First Class” construction, and contribute to regional economic development and industry enterprise transformation and upgrading.

It is reported that the China Science and Technology Journal Excellence Action Plan is the highest level of support program in the field of science and technology journals in China. After the construction of the first 5-year cycle (2019-2023), a number of key scientific and technological journals have achieved breakthroughs, with a significant increase in the number of high-level journals and a significant increase in international influence. In 2024, in order to thoroughly study and implement the spirit of the Third Plenary Session of the 20th Central Committee of the CPC and the National Science and Technology Conference, conscientiously implement General Secretary Xi Jinping's important instructions on accelerating the cultivation of first-class scientific and technological journals, continuously enhance the academic leadership and international influence of China's scientific and technological journals, and continue to implement the China Science and Technology Journal Excellence Action Plan Phase Ⅱ (2024-2028), five sub-projects was set up for English journals, Chinese journals, high starting point new journal, high-level publishing talent cultivation, and cluster (group) pilot, with a implementation period of five years. Under the motivation and promotion of this plan, the enthusiasm and confidence of domestic universities and research institutes to establish high-level English and Chinese journals have surged, with the number of applications increasing year by year and the level of publication improving day by day.
