Liaoning Province Modern Industrial College Construction Promotion Conference Held at Shenyang University of Chemical Technology

From December 6th to 7th, the 2025 Liaoning Province Modern Industrial College Construction Promotion Conference was successfully held at Shenyang University of Chemical Technology. Themed “Deepening Industry-Education Collaboration to Boost Industrial Upgrading,” the conference was organized by the Liaoning Provincial Department of Education, hosted by SYUCT, and co-organized by Shenyang Pharmaceutical University and Shenyang Ligong University. The conference focused on exploring new models for constructing modern industrial colleges and new mechanisms for resource integration. Discussions and exchanges centered on reforming talent cultivation systems, innovating the development of university-enterprise cooperation, and serving industrial quality improvement and upgrading. The aim was to jointly enhance the construction level of modern industrial colleges in our province's universities and their practical education capabilities.

Conference Opening Ceremony

Xu Guangwen, Vice Chairman of the Provincial Peoples Congress Standing Committee, and Kong Feng, Member of the Party Leadership Group and Deputy Director of the Provincial Department of Education and Director of the Provincial Admissions Office, attended and delivered speeches. Gong Jianbin, Second-level Inspector of the Provincial Department of Education, and Zhang Chunfu, Second-level Inspector of the Provincial Department of Industry and Information Technology, were present. Zhou Zhiqiang, Party Secretary of SYUCT, and Qi Shuyou, General Manager of the Technology Innovation Department of Liaoning Mobile Company, delivered speeches. Qin Gaowu, Deputy Party Secretary and Vice President of SYUCT, presided over the meeting.

The conference pointed out that in recent years, the construction of modern industrial colleges in our province has achieved significant results. The scale of industrial colleges has continued to expand, their quality has been upgraded, structural layouts have been optimized, curriculum resources have been continuously enriched, internship and training bases have developed rapidly, teaching staffs have continued to grow, and the talent chain and innovation chain have been effectively connected with the industrial chain and capital chain, providing strong support for building a modern industrial system with Liaoning characteristics. The conference emphasized using this promotion conference as an opportunity to focus on addressing weaknesses and shortcomings, promote quality and efficiency improvements in modern industrial college construction, and solidify the robust foundation for education to support industrial revitalization.

The conference required thoroughly implementing the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China and the requirements of the 10th Plenary Session of the 13th Provincial Party Committee. It stressed enhancing political stance, deeply grasping the strategic direction of modern industrial college construction, deepening connotative construction, fully promoting the high-quality development of modern industrial colleges, focusing on long-term development, serving the construction of a modern industrial system with Liaoning’s characteristic advantages, striving to create a new situation in the construction of modern industrial colleges across the province, and providing solid educational and talent support for advancing the practice of Chinese modernization in Liaoning.

Alliance Establishment Ceremony

During the conference, the establishment ceremony of the “Liaoning Province Modern Industrial College Development Alliance” was held. The Liaoning Province High-Quality Construction Declaration for Modern Industrial Colleges was detailed, core tasks were proposed anchored in Liaoning’s industrial development, and a construction vision was outlined.

Report Sessions

In the keynote report session, Academician Chai Tianyou of the Chinese Academy of Engineering and Northeastern University delivered a report titled Cultivation of Talent for Intelligent Technological Innovation. Academician Li Yang of the Chinese Academy of Engineering and Chief Scientist of China Petroleum & Chemical Corporation (Sinopec) presented on Research Progress and Integrated Solutions for CCUS Technology. Academician Zhu Weihong of the Chinese Academy of Sciences and Standing Committee Member and Vice President of East China University of Science and Technology gave a report on Photosensitive Chemical Product Engineering. Academician Li Dianzhong of the Chinese Academy of Sciences and Chairman of the Shenyang Association for Science and Technology spoke on Reflections on Industrial Chain Construction. Su Quanke, National Distinguished Engineer and Chief Engineer of The Hong Kong University of Science and Technology (Guangzhou), presented Distinguished Engineering Education – A New Paradigm for Industry-Education Integration. These reports provided direction and ideas for building high-quality modern industrial colleges.

In the thematic report session, seven experts delivered reports: Li Zhongyu, Vice President of Changzhou University; Chen Liang, Vice President of Shenyang Ligong University; Li Shengli, Vice President of University of Science and Technology Liaoning; Lu Jincai, Vice President of Shenyang Pharmaceutical University; Zhao Wei, Vice President of Liaoning University of Technology; Yu Sansan, Vice President of Shenyang University of Chemical Technology; and Zhao Qiang, Dean of the Digital-Intelligent Petrochemical Modern Industrial College at Liaoning Petrochemical University. Their reports covered topics such as “Empowering High-Quality Educational Development Through Deepening Industry-Education Integration – Exploration and Practice of Modern Industrial College Construction in Local Universities,” “Deep Integration of Industry and Education, Collaborative Digital-Intelligence Development – Practice and Reflection on Modern Industrial College Construction at Shenyang Ligong University,” “Deep Integration and Chain Innovation: Exploration and Reflection on the Construction of Anshan Iron and Steel Modern Metallurgy Industrial College,” “Intelligent Manufacturing for the Future, Integrating Chains to Cultivate Talent – Construction Practice of the Traditional Chinese Medicine Intelligent Manufacturing Modern Industrial College at Shenyang Pharmaceutical University,” “Building an Industry-Education Integration Community: The Practice of Modern Industrial Colleges Empowering New Engineering Talent Cultivation at Liaoning University of Technology,” “Exploration and Practice of Modern Industrial College Construction at Shenyang University of Chemical Technology,” and “AI Empowerment, Industry-Education Integration & Innovation – Innovation and Practice in the Digital-Intelligent Petrochemical Interdisciplinary Talent Cultivation System at Liaoning Petrochemical University.” They shared practical experiences in constructing modern industrial colleges, using deep industry-education integration to empower high-quality development in higher education.

The conference further clarified the construction tasks and development requirements for modern industrial colleges in our province, combining national policies with Liaoning’s actual conditions. It provided clear guidance for the transformation of application-oriented universities and serving industrial upgrading, effectively promoting the transition of modern industrial college construction in our province from “exploratory practice” to “systematic advancement.” Furthermore, the establishment of the Modern Industrial College Development Alliance breaks down barriers between universities and between universities and enterprises, integrating disciplinary resources with industrial resources. This marks the entry of modern industrial college construction in our province into a new stage of “resource sharing, complementary advantages, and collaborative development.”

The conference was attended by over 200 participants, including responsible comrades from relevant departments of the Provincial Department of Education and the Provincial Department of Industry and Information Technology, responsible comrades from ordinary undergraduate universities within the province, as well as from their academic affairs offices and modern industrial colleges, renowned experts, scholars, and representatives from industries and enterprises both inside and outside the province. The conference was also live-streamed simultaneously, with over 5,000 participants joining online.
