Liu Kuansheng，graduated from Polymer Department of Applied Chemistry in 1988. Currently, he is the president of Beijing SBL Science and Technology Research Institute, the chairman of Beijing SBL Science and Technology Development Co., Ltd., the director of Beijing SBL Engineering Design Center, the appraisal expert of Beijing Science and Technology Award, the judge of National Innovation Fund, the director of Beijing Science and Technology Finance Promotion Council, the expert of Beijing Economic and Technological Development Zone, and the special correspondent of China Chemical Daily. In 1997, as a young chemical expert, he was selected to study at Waseda University in Japan. In 1993, he presided over the national key scientific and technological project of the eighth five-year plan, the plant growth regulator project, and won the first prize of the Ministry of Chemical Industry for scientific and technological progress. In January 2019, he won the second prize of the National Science and Technology Progress Award.
