On the afternoon of December 5th, the closing ceremony of the 9thSession of the 7thTeachers’ Congress of our university was held in the academic lecture hall in the headquarter building. Bai Wei (secretary of the party committee), Xu Guangwen (president), Da Kening (vice president), Zhang Yimin (vice president), Meng Xianmei (secretary of the committee for discipline inspection), Jin Zhihao (vice president), Yang Xueyin (vice president), and Liu Lizhi (president assistant) attended the meeting. More than 170 representatives, including official representatives, non-voting representatives and specially invited representatives, participated in the meeting. Gang Tiechen (full-time vice chairman of the labour union) presided over the meeting.
The Teachers’ Congress opened on November 28 and lasted 8 days. During the session, delegates extensively solicited opinions and suggestions from the faculty and staff by a variety of means. Every delegation organized its delegates to have serious and full discussions on the issues of the session and put forward constructive comments and recommendations.
At the session the work report of President Xu Guangwen on the development of the university was heard and reviewed; the Work Report on the Finance of the Shenyang University of Chemical Technology in 2017 and the Work Report on the Proposal of the 8thSession of the 7thTeachers’ Congress were reviewed.
After deliberations, delegates agreed that the work report delivered by President Xu Guangwen provided a comprehensive summary of the outstanding achievements the university had made since 2017 in party construction, education and teaching, talent training, scientific research, team building, serving the local, all-round education, and logistical support, gave an accurate analysis of the opportunities and challenges in the university development faced with new era, new mission and new requirement, and made a systematic elaboration of the overall thinking of the university’s work in 2019 and the main tasks of the “3+2” reform project. The report sought truth from facts. It lacked no clear thinking, highlighted focus and strong measures. Inspiring, the report raised morale. It indicated the direction for continuing to fully implement the “423” reform and development strategy and promoting the construction of “double first-class”; it clearly defined the tasks for institutional construction, team construction, cultural construction, and social service system construction, and had guiding significance for the overall advancement of our university’s comprehensive reform.
The university’s financial work in 2017 strengthened management, broaden sources of income and reduce expenditure, improved the ability to raise funds, and operated safely and smoothly, effectively guaranteeing the development of various undertakings of the university.
The Work Report on the Proposal of the 8th Session of the 7th Teachers’ Congress objectively reflected the handling of the proposal of the 2017 Teachers’ Congress. The work of the proposal was highly valued by the leaders of the university, and the quality of the proposal was further improved.
The speech of Party Secretary Bai Wei pointed out that the report made by President Xu Guangwen blew the horn of marching forward bravely, launched the engine of deepening the reform, began the journey of the new era, by closely combining the new mission, new direction and new requirements of higher education in the new era, basing itself on the construction goals and central tasks of the development of the university, and taking the opportunity of comprehensively deploying the activity of “a discussion on liberation of ideas to promote high-quality development”. Regarding how to implement the spirit of this congress, and propel in every aspect the university’s undertakings to realize a new leap, Party Secretary Bai Wei put forward four points of view.
